ABOUT THE IMPUNITY OF ARBITRARINESS On March 3 1997 I have submitted a message-affidavit to Prime-Minister Jean Chretien. It contained criticism of the Canadian Immigration Administration. The only non-formal response-reaction to my letter was the new regulation's legislation. The regulations announced writers as the most unwelcome immigrants to Canada. It is not an exaggeration or a joke. In its official document the Department lists non-welcomed immigrants: writers are leading - 1-st place (automatically minus 25 points), then individual-tailing tailors (minus 24 points), and so on. It is well known now that the Canadian Immigration Administration became merely odious. The Berlin Wall, where escapers to the free world were shoots, is not demolished yet. By joint efforts the Canadian Immigration Administration and the Israeli government, which took in 1989 a criminal decision about forcible transportation of Soviet Jews to Israel, the famous Berlin wall was completely, until its last fragment, was transferred to Canada. Since 1994 no one Soviet Jew with Israeli passport was accepted in Toronto. The substitute of Premier-Minister of Israel cried once that there are could not be refugees from the "free country". And Canada obediently dragged herself along behind Israeli "chutzpa" (extreme impudence) as an elephant behind a rope. It is extremely strange and surprising how easily all interested structures could believe Israeli bureaucrats, who cheat not only their immigrants but also the governments of many other countries (including Canada) - as the events, which happened in the last time, illustrated. It is impossible not to guess that the tragedy of the wartime and first after-war years, when Canada easily accepted war criminals, and never - Jewish refugees, is continuing. The modern-days absurd of this negative attitude (towards that particular group of people) went so far that a deportation order was sent to Tamara Minakhina, mother of Svetlana Minakhina, Canadian citizen. S. Minakhina - she is a widow, an invalid. She is so seriously ill that only her mother's care could keep her "in motion" and to save her life. Only a mother could save her daughter's life… And in this situation the mother received a deportation order! Deportation order was submitted to Alexander Orlovski, a mathematician, and computer programmer, Ph.D.; such professionals' value is a value of gold in all countries. During six years the Immigration Department (Administration) seeks possibilities to kick him out of Canada. Family Medvedzev is tormented only because the Immigration Department - IRB (Administration) in Montreal did not transfer their file to Toronto: place of their permanent residency. Six years their file could not be found. To avoid defining who is guilty the immigration bureaucrats have submitted a deportation order to Medvedzevs. To reject family Gunin's (who were brutally persecuted in Israel) refugee claim an IRB in Montreal used next excuses. " 1) Immigrants from ex-USSR in Israel have no rights to claim a refugee status because they are property of Israeli government. 2) Gunins "provoked" Israelis by refusing ultra orthodox' demands. 3) Because they turned to police, to media, to human rights organizations, and to members of Israeli parliament they assaulted the image of the state of Israel and spread slander about it. " Beside an outraged amorality of these statements they have nothing to do with the definition of the refugee status. Tenth of others known to me cases similar to above-mentioned forcing us to express the next conclusion. According to its deception, inhumanity and long-term impunity Canadian Immigration is a service of a totalitarian state. It is complete, definite, and ready-to-act machinery of violence and suppression. It kicks out of the country young professionals, perents with children who graduated from Canadian schools with best marks and to whom all Canadian universities proposed their scholarships - and goes unpunished. They kick out the most perspective for Canada, the most talented. Naturally, that machinery of suppression hates the writers, journalist or just active people who help all others, who are in troubles. Every one who has open mind and heart must understand that this is not only a threat to immigrants, but also a real danger from the state's injustice for Canadian democracy. Today a bureaucrat has a possibility to committee violent punishments over the immigrants, mentioning the law. Tomorrow he, experienced and self-possessed in unpunished suppression, would execute any order to persecute or eliminate dissidents, who are irritating the authorities. Dear Sirs!
